One of the major purposes of the Hartley TS18-21 Yacht Club is to "encourage the growth of the TS18-21 classes as a one design, by control of the specifications and modifications".
See Hartley TS18-21 Yacht Club Constitution, Clause 32.

Registration, Specification, Measurement, Safety etc.
Hartley Class Certificates
(a) Having satisfied all aspects of the measurement and standards required by the Club a Certificate known as an A Certificate shall be issued to a TS18 or TS21 boat. When a yacht fails to meet the measurements and standards required by the Club, a Certificate known as a B Certificate may be issued at the discretion of the Committee, following receipt of the Measurement Report. A B Certificate will only be granted when a two-thirds majority decision of the Committee agree that the boat is:
 (i) structurally sound
 (ii) seaworthy
(iii) generally follows the plans as designed by Richard Hartley
(iv) has not been constructed so as to make the craft such that a significant advantage is obtained by the owner when racing against yachts granted an A or B Certificate.

To ensure this the Club publishes a Measurement Form for each Class. These Forms detail the specifications of each Class and can only be altered by a majority vote of boat owners.
